Azhans Affliction

Azhan, in his day of power, was a very potent Lich.  He liked to
experiment with the undead, which caused his untimely excommunication 
from the Sorcerer's Guild.  Becoming a Lich, and harnessing a 
particular hatred for Sorcerers, Azhan worked day and night to find a 
way to destroy the wretched casters.  Finally, he found a way to 
momentarily slow their casting speed.  Unfortunately, it was never 
perfected, as a random blast of lightning destroyed the Lich and all of 
his work.
